Santa Rosa County Emergency Management is pleased to offer you the following FREE disaster response training:



Small Animal Disaster and Emergency Pet Friendly Sheltering - Level 1


This Awareness Level (Level 1) class will give you the knowledge, expertise and practical experience you need to work in an emergency animal shelter and become a professional disaster responder with FL SARC. The Awareness Level Small Animal Emergency Sheltering class is certified by the Florida Department of Emergency Management and is required by FL SARC to respond in Florida to help companion animals during a disaster.



FLSARC is the ONLY FEMA approved program teaching volunteers how to build and operate a temporary emergency animal shelter in response to natural disasters, emergencies, and large cruelty cases.


Through our partnerships and trainings, we can provide ready-to-deploy volunteers across the state and beyond to be ready when disasters strike.

IFAS Extension Columbia County, Florida SARC is pleased to offer you the following disaster response training:



Small Animal Disaster and Emergency Pet Friendly Sheltering - Level 1



This Awareness Level (Level 1) class will give you the knowledge, expertise and practical experience you need to work in an emergency animal shelter and become a professional disaster responder with FL SARC. There is a small, nominal $20 administration fee.

Two days, eight hours each day, from 9 AM to 5 PM (CST)

Saturday and Sunday, FEBRUARY 17 & 18


Join Santa Rosa County and Florida State Animal Response Coalition for the Operations Level Class. The class is two, 8-hour days of intense and fun workshops where you and a team of colleagues will work on various projects related to the operations of emergency animal shelters.


Operations level will help qualify you for new roles during a disaster including possible Team Lead roles. This class expands on the learnings of the Level 1 course and challenges experienced shelter staff with interesting scenarios of emergency sheltering during a disaster.


Thanks to a generous grant from the Florida Department of Agriculture, registration is FREE!


PREREQUISITES REQUIRED TO TAKE THIS CLASS - 

  • Submit certificate of successfully completed FL SARC Awareness Level (Level 1) Small Animal Emergency Sheltering Course OR SART Online Pet Friendly Sheltering course: https://flsart.org/petfriendly/


  • **Note - you may still register for this course prior to completing Level 1 - provide proof of completion prior to class.


  • Submit certificate of completion of FEMA ICS-100 (current version). Go to https://training.fema.gov if you need the latest course certificate and training.
  • 18 years of age or older - NOTE: Students 16-18 years of age may register as long as a parent or guardian is registered and in attendance with the student.

NOTE: If the above certificates are currently not part of your volunteer profile with FLSARC, or if you do not have a current profile, please submit these certificates to scarriere@spcaflorida.org before class. You can also create your volunteer profile for FL SARC at www.flsarc.org/volunteers and upload documents.


Students who do not submit proof of both pre-requisites may still attend the course, but will receive a certificate of attendance instead. Once pre-requisites are confirmed and submitted, a certificate of completion will be issued.

Florida SARC (State Animal Response Coalition) would like to offer you an opportunity to take our Awareness Level Small Animal Emergency Sheltering class while attending the


2024 Florida Animal Control Association Educational Conference.

When disaster strikes, our team of trained volunteer responders will be there to shelter and protect Florida's companion animals. 

There is NO FEE to register for this class! The course is included with your FAAPA conference registration.


REGISTRATION DEADLINE: 31 JANUARY 2024


This Awareness Level (Level 1) class will give you the knowledge and skills you need to work in an emergency animal shelter or pet-friendly shelter. It will give you the expertise and practical experience required to become a emergency animal responder.

The Awareness Level Small Animal Emergency Sheltering class is FEMA recognized, and certified by the Florida Department of Emergency Management. This class is required by FL SARC responders to respond in Florida to help companion animals during a disaster.

This is the introductory level of emergency animal shelter. Modules include:

  • The Disaster Process ? Understanding how disasters are managed.
  • Preparing for Deployment ? Checklists and considerations so you are ready when needed.
  • Building a Temporary Emergency Shelter ? Strategies for shelter location and design. Basic equipment assembly
  • Animal Behaviors ? General understanding of animal behaviors, facial expressions, stresses, and more
  • Daily Care ? Skills and procedures to provide daily care of animals.
  • Diseases & Parasites ? Processes and skills for recognizing and reporting illness.
  • Cleaning & Disinfecting ? Considerations to limit the spread of disease. Procedures and options.
  • Tear Down & Cleanup ? Processes during tear down to improve readiness for the next disaster.

**Preregistration is required. Participants must complete all eight hours of instruction to receive a certificate of completion and a complementary Florida SARC uniform t-shirt and pet evacuation information bag.


Full conference or Friday only conference registration required to participate in this course. 


 *The course requires a minimum of 15 participants.
